SEMTA APPBIPA Japan 2023, Promoting the Internationalization of the Indonesian Language Program.
Tokyo, Kemendikbudristek — The Association of Indonesian Language Teachers and Enthusiasts for Foreign Speakers (APPBIPA) Japan, in collaboration with the Indonesian Embassy in Tokyo (KBRI Tokyo), organized the Annual Seminar (SEMTA) APPBIPA Japan 2023 on September 30. Carrying the theme “Strategies to Support the Development of Internationalization of the Indonesian Language,” this seminar highlights the importance of strategic collaboration and innovation in promoting the Indonesian language abroad.
The Event and Keynote Speakers
The event, which took place at the Indonesian Hall in Meguro, Tokyo, coincided with the 6th anniversary of APPBIPA Japan. The seminar featured three keynote speakers: Iwa Lukmana, Head of the Language Strengthening and Empowerment Center at the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek); Liliana Muliastuti, Chairperson of APPBIPA Central; and Imelda Coutrier, Secretary of APPBIPA Japan.
Yusli Wardiatno’s Opening Remarks
The opening of SEMTA was conducted by the Education and Culture Attaché (Atdikbud) of KBRI Tokyo, Yusli Wardiatno. Yusli emphasized the need for synergy between the Language Development and Development Agency of Kemdikbudristek, APPBIPA Japan, and KBRI Tokyo in the internationalization efforts of the Indonesian language.
Multi-Level Marketing Approach
Yusli also proposed a multi-level marketing approach to increase the number of Indonesian language learners in Japan. “So, Darmasiswa RI scholarship alumni and/or Japanese students who are currently studying Indonesian at several Japanese universities are asked to find and teach at least two of their friends who have never learned Indonesian,” said Atdikbud Yusli.
Subsequently, the results of this program can be observed through an event, whether it be a competition or a cultural gathering. “The goal is to keep those who are learning motivated, and in turn, these new learners are expected to be enticed to continue learning, thus increasing the number of Indonesian language learners,” he continued.
Iwa Lukmana’s Insights
Next, Iwa Lukmana presented the regulations and institutions that oversee the internationalization of the Indonesian language. He also explained Lingua Franca Plus as the main strategy in language promotion, involving sectors such as politics, economics, tourism, defense, sports, and culture.
“In this regard, the government, particularly the Language Development and Development Agency, will continue to play a role through three aspects: regulation, facilitation, and coordination. Of course, we will continue to strive to achieve the goal of internationalizing the Indonesian language by 2045-2050,” said Iwa Lukmana.

Liliana Muliastuti on Indonesian Culture Promotion
Chairperson of APPBIPA Central, Liliana Muliastuti, outlined the global phenomenon of K-Pop and how the Korean language became popular through it. Liliana also emphasized the importance of initiating an “Indonesian Wave” through the promotion of Indonesian culture worldwide.
“We must continue to work so that the Indonesian language can be widely used in trade, the exchange of knowledge, and international policies through the promotion of our noble culture or creative pop culture. Systematic and massive globalizing of Indonesian culture with proper funding will help accelerate the internationalization of the Indonesian language,” she said optimistically.
Imelda Coutrier’s Vision
Imelda Coutrier, Secretary of APPBIPA Japan, uncovered the history of the popularity of the Indonesian language in Japan and urged an increase in the Darmasiswa scholarship quota for Japanese citizens. She also saw great potential for the wider introduction of the Indonesian language through secondary schools in Japan.
“There is a need for technical assistance from the government through KBRI Tokyo to help expand the role of APPBIPA Japan in promoting the Indonesian language among young Japanese generations,” Imelda emphasized.

Suyoto’s Closing Remarks
Similar sentiments were expressed by Suyoto, the Chairman of APPBIPA Japan, in his closing remarks, where he hoped that regular Indonesian language courses for the Japanese public could be organized to accommodate the recent increase in interest over the past two years.

This seminar also marks a significant step in efforts to develop the Indonesian language on the international stage, especially in Japan. With strong collaboration and the right strategies, it is hoped that more individuals will be interested in learning the Indonesian language.
